Invitation to tender: Purchase of Nordic Ethical AI and Data Ecosystem building

Background

AI &Data is one of eight programs launched by the Nordic Council of Ministers in 2021. The programs represent a determined advance towards a stronger and more sustainable Nordic region and support the vision for the Nordic region to be the most sustainable and integrated region in the world by 2030.

The goal of the Invitation to Tender is to explore how Nordic datasets and capabilities in ethical AI and responsible use of data can contribute to the development of new innovative solutions in Nordic businesses. This feeds into the objective of strengthening the competitive advantage of Nordic businesses and helping to support sustainable and smart growth in the Nordic region.

The Supplier shall develop a process, together with the Buyer, involving the following tasks:

  1. Create use cases with the purpose to stimulate and encourage the creation of ethical AI solutions based on Nordic datasets. The aim is to raise awareness and increase the visibility of:
    (i.) Nordic businesses that have developed innovative ethical AI solutions based on Nordic datasets;
    (ii.) Nordic public authorities that own and make their datasets available; and lastly,
    (iii.) which public datasets are in highest demand among Nordic businesses and which Nordic businesses are heavy users of public data.
  2. Produce a Nordic business case for ethical, trustworthy AI and responsible use of data. The objective is to evaluate the competitive advantage for Nordic businesses in specializing in ethical and responsible AI and use of data.
  3. Plan and organise a cross-Nordic matchmaking which aims to transfer ethical AI competences and capabilities on how to better utilize data and enabling technologies such as AI to create clear business value for Nordic companies. The plan should deploy a suitable innovation instrument which should be ideal for matchmaking and transfer of AI competences and capabilities across the Nordic region.
  4. Establish a Nordic ethical AI and data expert group. Besides identifying and proposing suitable candidates for such a group, the supplier should lead the administrative work of the group. The expert group should contribute to bridging the gap between political objectives and the needs of the Nordic business community related to ethical AI and responsible use of data.
Main target group: Nordic companies (startups, SMEs, large corporations) within AI and data field.
Commissioner: The Invitation to Tender is being commissioned by Nordic Innovation.
Budget: Up to NOK 4,2M (excl. VAT), including all costs.
Deadline for the Invitation to Tender: January 18, 2023.

Supplier’s role, responsibilities and main deliverables:

  • Responsible for running the daily operations
  • Establish and manage the project goals, the project plan and different Tasks
  • Manage project budget and the day-to-day financial controlling of the whole project
  • Professionally layouted publication of use cases (digital/printable) (Task 1)
  • Professionally layouted publication of business case (digital/printable) (Task 2)
  • Process design – selection of relevant matchmaking and capabilities transfer instrument as well as the actual implementation of the matchmaking (Task 3)
  • Organisation of expert group meetings (Task 4)
  • Minimum one Nordic workshop or event (in addition to kick-off meeting with Nordic Innovation and Expert group meetings)
  • Ready-to-publish professionally layouted final report, including a ppt.

Project duration and process

The Supplier and Nordic Innovation will agree on the specific process and deadline(s) for each Task. Below is an outlined example for timeline, but please note that this is only indicative and thus open for suggestions.
The project period is 13.3.2023 - 30.06.2024.

Team profile

Nordic Innovation is looking for a supplier with excellent knowledge of the Nordic data and AI field. Furthermore, competence in running challenging innovation projects and processes will also be important. The Supplier must have a broad Nordic-wide network in data and AI field and in relevant hubs and ecosystems. The Supplier should have proven experience in these fields as well as documented communication skills. The Supplier can be a single entity, or a consortium represented by a lead partner.
