While corridors have demonstrated what is possible, scaling depends on whether low-emission transport becomes a competitive and repeatable choice for shippers.
This report shows that this requires:
- reusable transport legs as building blocks
- alignment between infrastructure and demand
- coordination across transport, energy, and digital systems
