The overall purpose of the Smart Connectivity program is to establish the Nordic region as a frontrunner in sustainable mobility and transport through smart connectivity solutions. In this context ‘smart connectivity’ is defined as the ability to digitally share operational data in a transport system.

In more specific terms, the aim is to make it easier for Nordic companies to share data with each other and their subcontractors, as data sharing could contribute to optimizing operations and to a more climate-efficient and profitable logistics sector.

Nordic Innovation aims to explore how the development and innovative use of smart connectivity solutions can contribute to sustainable mobility in the Nordic region. Furthermore, to unveil new opportunities for Nordic businesses and thus strengthening the competitiveness of the region, is an important objective.

Objective

The Supplier shall develop a process, together with the Buyer, consisting of the following main steps:

  • Establish a Nordic group of experts with participants from all the five Nordic countries. The overall role of the expert group should be to contribute to improving connectivity and data sharing within mobility in the Nordic region.
  • In cooperation with the expert group develop a catalogue/framework of learnings/soft standards and/or principles based on existing or completed demonstrations/pilot projects carried out in the Nordic region or with Nordic companies involved, including an overview of barriers to implementation and scaling and recommendations for companies and regulators.
  • Design a process which should lead to the realization of one or more of the best Nordic smart connectivity demonstrations/pilots, including the selection of such.

Budget: Up to NOK 4 000 000 excl. VAT (including all costs).

Background

Smart Connectivity is one of eight initiatives launched by the Nordic Council of Ministers in 2021. The programs represent a determined advance towards a stronger and more sustainable Nordic region and support the vision for the Nordic region to be the most sustainable and integrated region in the world by 2030.

Nordic Innovation is currently developing a Smart Connectivity program (2021-24) that will be closely linked to and built upon the results, learnings and investments made under the Nordic Smart Mobility and Connectivity program, 2018-21. The Smart Connectivity program should support Nordic companies in becoming leaders in data sharing in Europe.

Nordic Smart Mobility and Connectivity will contribute to speeding up the transition to sustainable mobility in the Nordic region and to changing the way people and goods move through collaborative innovation initiatives. The overall objective of the program is to reduce – and in the long-term perspective eliminate – the negative effects of the mobility systems, while at the same boosting competitiveness. The aim is to make the Nordic countries leading in sustainable mobility. The program builds on two main focus areas:

Societal level: Sustainable, secure, energy-efficient and decarbonised mobility. Objective: To reduce – and in the long-term perspective eliminate - the negative effects of today’s mobility systems on the environment and the climate.

Individual level: Seamless, integrated and people-centric mobility. Objective: To enhance quality of life, accessibility, flexibility and create value for people. Reduce – and in the long-term perspective eliminate – the negative effects of today’s mobility systems, not least on people’s health.

The aim of the Smart Connectivity program is to facilitate innovation and change within the mobility and logistics sectors, and to reach the overall objectives mentioned above through increased data sharing, within and across national borders. Our aim is to make data sharing easier for Nordic logistics companies to optimize operations and thus contribute to sustainable mobility and increased competitiveness for Nordic companies.
