New enabling technologies such as
artificial intelligence (AI) and machine learning bring digital opportunities
for the development of new innovative businesses and solutions. They can act as
a catalyst for the twin transition in the Nordic region. This development also
creates new opportunities for digital and data‐driven interaction.
The Nordic region can realize the potential provided by new enabling
technologies and strengthen its role as a digital frontrunner by ensuring
access to data that support companies' digital opportunities and contribute to
the development and deployment of new technologies such as AI.
The use of data and AI can offer significant potential for Nordic countries in the business, society, and public sector activities. They can help solve major societal challenges and provide significant benefits in a variety of areas. The potential lies in implementing today's technologies and know‐ how to increase efficiency and value creation. Widespread use of AI in the economy has potential to double the economic growth in the long term.

At the same time, the demand for ethical AI solutions has skyrocketed. In the past decade, public perceptions have shifted to a growing recognition that AI technologies and the massive amounts of data that power them can pose threats to privacy, accountability and transparency, and an equitable society. AI systems based on incomplete or biased data can lead to inaccurate outcomes that infringe on people’s fundamental rights, including discrimination. Any joint Nordic AI and data initiative should reflect the democratic value base of the Nordic countries and be implemented as a cross‐sectoral and diverse ecosystem approach.
Common ethical approach
All Nordic countries have strongly regulated data environments based on common values and understanding of ethics regarding security and responsibility of collecting, sharing, and using data. Nordic countries can make responsible use of data and ethical AI a competitive advantage by collaborating on high‐value datasets that are made available across the Nordic region and ensuring that these datasets are used in a responsible way.
